Policing has always been a contentious topic even from beyond the 20th
century, especially amongst the younger generation for that passing
time period. As a Police Officer, you have the ability to utilize your
options of lethal force when you fear grievous bodily harm or death upon
yourself or against another person. Everybody has their own opinion as
to how each situation should be handled, especially now since we have
high definition camera phones and also with police wearing body cameras.
Since we as a population first had obtained the ability to record and
upload videos with our cellular phones, Policing was then and still is,
at the center point of criticism by media and the public. Since so much
scrutiny about mishandled situations, racism and police brutality
alleged on video recordings, this forced the senior managers of our
Police Departments to come up with new ways on how to deal with crime,
hence the ideology of Community Policing was looked at more strongly as
an option. Community Policing is defined as more of a strategy designed
to understand the social issue as to why the crime occurred. Community
Policing’s goal is to bring the community of where that crime occurred
and the police who work that area, form a bridge of social cohesion and
work together to attain the common goal (Rukus, Warner, Zhang, 2016).
When comparing this comprehensive strategy to tradition policing, this
reactive model is to respond to 911 calls, routine patrol and following
up on investigations (Canada, 2005).
When dissecting common ideologies,
practises and even strategies, we as individuals need to understand not
everything is as simple as it’s presented at face value. When speaking
to community policing, it plays a pivotal role in improving the public’s
perception on policing. The Community Policing model plays a
detrimental role on relations with public and the Police. Some of the
benefits to crime related and non-related issues include: trust and
satisfaction in the police, positive relationships and can foster
procedural compliance and justice (Gill, Weisburd, Telep, et. al, 2014).
As this style of Policing is effective, it is also costly, causing many
limitations for each individual Police Service or Department. A
requirement in order to be a full-time community orientated police
officer, requires a lot of training. Many smaller services (typically of
communities of less than a population of 55,000) had been forced to
stop utilizing full-time community Officers due to funding. Another
limitation founded by the US police leaders was that over 40% of the
front-line Officers refused to engage in community Policing style
activities (Gill, Weisburd, Telep, et.al, 2014). Traditional Policing is
no where near as complex as community Policing is, in some instances it
can surprisingly lead to more of a positive outcome rather than a
negative. One benefit that traditional Policing has, is that it is a
simple and immediate approach to crime. When looking at other policing
models, in particular the community policing model, they require a lot
of planning, a lot of strategizing and a lot involvement much beyond
just the home owners in the area where of this model is being applied
(LawTeacher, 2018). To address the limitations of traditional policing,
it is incredibly hard to conduct a descriptive analysis due to it being
the standard common police practise that has been utilized since the
development of law enforcement. Not only is it difficult to analyze
statistically, it has a minimal impact on crime and prevention as
standard crime rate has been increasing (Gill, Weisburd, Telep, et.al,
2014).
When contrasting these two styles of
Policing, they have their own unique benefits and challenges. When
debating which approach is most effective in dealing with gang crime,
one must understand and have much more than simple knowledge of what
gang crime is and how it sustains. The best approach in dealing with
gang crime is community policing as it being the more comprehensive
approach, meaning it requires to be more analytical in the operational
approach. Gang crime is typically more violent in nature and is located
everywhere including in our correctional facilities. To deal with gang
crime, it requires more than just the police, community wide
partnerships with youth justice, families, education, child welfare all
play a detrimental role in tackling gang crime. With a community
policing based approach, it allows all these communities to come
together, deliberate, learn and execute a plan of action in order to
protect society and bring the crime rate down (Totten, 2014). Not only
does community policing effective deal with gang crime but it also falls
in line with meeting the needs of the multicultural population. This is
done by the bridge that is formed between the community and the police.
It allows the police to understand the needs of a diverse population
and it also allows members of the multicultural population to work
cooperatively with the police which gains trust.
