Part1
It is extremely important and beneficial for departments and officers to spend time communicating and interacting within their communities. As law enforcement officers, we often have to respond to situations involving individuals with mental illness. Other times, whether called to an event or taking enforcement actions, officers are required to communicate and interact with individuals that not only speak other languages but may have difficulty communicating due to medical reasons. With all of these challenges, law enforcement agencies have found that the level of community building must increase to not only deter criminal behavior, but also to negate the effects of public relations following critical incidents within the community.
Provide details of an incident or report of an officer or agency building trust and partnerships within the community AND provide details of an incident or report of an officer or agency not performing up to public standards. These can be either planned events or spontaneous incidents that were caught on record. This paper should be 3-4 pages long and APA formatting is required.
- Clearly describe the nature of the events, who participated, who attended?
- Provide what your perception is of each officer. How do those perceptions carry over onto the perception of the agency?
- What possible positives and negatives outcomes will the community and agency see from these events occurring?
- How will these events affect policing in the community in the future?
- What actions could the department/officer take to mitigate any negatives outcomes?
- Describe how the positive community building event compares and contrasts with the specific negative event that you have identified caught on record with regards to your perception?

To prepare for this assignment, review Minnesota Judicial Branch Rule 4.02 and 4.03 presented in the assigned readings for this module. The 36 and 48 hour rules that are described in rule 4.02 and 4.03 provide specific guidance to police officers, prosecutors, and jail staff on how long a person can be held in custody before being charged with a crime.

In a 1-2 page paper, written using proper spelling and grammar, address the following:
- If Joe Henson is arrested on a Friday at 2:00 p.m. (1400 hours) for a felony level crime, when does a probable cause determination have to be made? (In accordance with the 48 hour rule in Rule 4.03 Subdivision 1.)
- If he is held in custody, when does Joe have to appear before a judge to be charged in accordance with the 36 hour rule? (In accordance with Rule 4.02 Subdivision 5.)
- What amendment in the Bill of Rights is most closely related to these two rules? In addition, explain why these rules are important to the criminal justice system.
