The Federal Emergency Management Agency (FEMA) is tasked with coordinating the Federal response to adversities and for offering Federal guidance to Territorial, Tribal, Local and State emergency management authorities for all predictable emergencies in the U.S and its Territories(Federal Guidelines for Physical Security, 2014). To get better the Nation’s emergency response and preparedness capabilities and improve physical security, FEMA has developed guidelines that help in designing buildings. Good building security design is founded on a good assessment of risks involved in building.
The guideline of building design involves assessment of risks and identifying the specific threats. In the building guidelines, there are no universal security standards or codes that apply to both private and public sector buildings. Instead, FEMA has designed guidelines and standards that depend on the location and nature of the buildings. For example, when it comes to electronic and physical security, there is a merger of new and old standards and guidelines that challenge the building owners and the experts tasked with designing new buildings and making renovations. Once the guidelines identify particular threats, the suitable standards are applied.
The guidelines on buildings are designed to safeguard the occupants of the building against accidents, such as those caused by fire. They also ensure that buildings are designed such that the occupants can escape easily in case of terrorist attacks. About terrorist attacks, the FEMA guidelines on the building are based on the federal standards and were developed using theDepartment of Defense and State Department knowledge on terrorist attacks. The antiterrorism standards are founded on test results and classified parameters from destructive research on structural systems and envelope systems (McKarimi, 2016).
The guidelines are used by building owners in parts or whole to guard physical assets and human beings. Most landlords have implemented these guidelines as a marketing tool to distinguish between their buildings from other with lesser protective measures. Most landlords agree that issues dealing with physical security of their clients areparamount and must be integrated into the overall design of buildings.
