1) What does the “Guiding of Intelligence Collection” (Collection.pdf) document and “Spy at Your Service” (Articulation.pdf) say is crucial about defining an intelligence collection question? Why is knowing exactly what is needed necessary to all subsequent intelligence functions (analysis and finished product dissemination and acceptance)? (Both readings are declassified CIA documents.)
