Choose any social problem for which a current social welfare policy exists, albeit inadequately, or not at all to address it. Consult with the instructor before the end of the second class on the suitability of your topic. As you seek to assess your problem, whenever possible search for information that has come from people directly affected by the problem. This could include getting information from advocacy groups or grassroots organizations that include the involvement of persons affected by the issue you are studying. This could include contacting service providers that may be able to share about either the negative impact of the problem or how they observe the problems negative impact through their work with persons affected by the issue. Remember to use a strengths-based empowerment, social justice and human rights approach, while examining issues from a global perspective.

1.Problem Identification (The What): Here you will identify what the social problem is. You should use existing research combined with local sources (i.e. new articles etc.) in defining the problem. Whenever possible, this is where you also want to include information pertaining to what the population affected understands the problem to be. This can be done through discussion with service providers, reviewing information provided by advocacy groups or grassroots organizations that have been developed by persons affected by the problem. If you have access to the population affected by the problem, you should try whenever possible to speak with them about their understanding of the problem area. Please note that this is not an assignment that requires research involving primary subjects. Students with any questions about whether their proposal requires IRB (Institutional Review Board) approval should consult with the professor before beginning their work.

2.Who is affected by the problem: This is where you discuss who is impacted by the social problem you identified. Statistics identifying prevalence rates and other factors associated with populations affected by the problem are useful here. (i.e. socio-economic factors, racial/ethnic factors, issues of gender etc.). Remember to be specific because this is the population you will be targeting in your policy discussion.

3.When has the problem first occurred and how has it changed over time: In this section you want to talk about when the problem first became identified as a social problem. You also want to be able to reflect on trends that may show times the problem was greater or times the problem seemed to diminish.

4.Where does this problem occur? Is it local, regional, national and or international in scope?

5.Why has this problem occurred in the first place and why does it persist? Use of theory and empirical research to explain the problem is strongly encouraged. For example, what are some theories to understand poverty?

6.How are Human Rights reflected and Social, Economic and Environmental Justice related to this problem? This has to be incorporated in your discussion throughout this section.

This should be approximately submitted in APA format, 4-5 pages long and with a minimum of 6 references.
