Describe the effectiveness of the planning and response efforts.

Do you think the response was successful or unsuccessful?

Review the USA Patriot Act of 2001 and the sunset provisions of 2002, 2005, 2010, and 2011. If you were in the position as director of Homeland Security, do you feel that the USA Patriot Act is effective in the fight against domestic terrorism? What would you do to improve it? Support your argument.

In December 2004, President George W. Bush passed the Intelligence Reform and Terrorism Prevention Act and created the Office of the Director of National Intelligence (ODNI) (pp. 114–115 in the textbook). The goal was to eliminate the incidence between the intelligence agencies and promote a philosophy of cooperation.

Since the director of national intelligence (DNI) is now coordinating the components of the intelligence community, do you think the collaboration and coordination of efforts has improved national security? If you were the DNI, are there changes you would present to the intelligence agencies to improve intelligence and prevent further terrorist attacks?
