You have just downloaded the Technical Specifications manual for MassHealth Acute Hospital Quality Measures (Version 9.0) released on 8/25/15 in your job as a healthcare data analyst at Massachusetts General Hospital http://www.mass.gov/eohhs/docs/masshealth/acutehosp/ry2016-eohhs-tech-specs-manual-masshealth-quality-measures-9-0.pdf. You note on page 3 that this version contains substantial changes throughout the entire manual. On page 4 you see that, as expected, there are many new data specifications, including the conversion to ICD-10. On page 5 you review standards and guidelines for collecting clinical and administrative data elements that apply to MassHealth hospital quality measures reporting.

Page 2 summarizes changes to definitions for existing data elements and introduces new data elements effective with Q1-2016 data. Page 3 explains Mass Health Data Dictionary Format and Terms: the detailed information necessary for defining and formatting the collection of all data elements, as well as the allowable values for each data element that uses the format. Observe that this page cautions that “Adherence to data dictionary definitions provided in this EOHHS manual are necessary to ensure that data element abstraction is accurate and reliable.” On page 4 is the Data Dictionary Table of Contents, listing all the data elements. Create a Table for each of the 3 Data Elements that describes the changes to be made to the Mass General internal Data Dictionary to be in compliance with state and federal information-collecting and reporting guidelines and requirements. The Table will note each Data Elements with the detailed information necessary for defining and formatting the collection of all data elements, as well as the allowable values for each data element that uses the format. In the first column will be the data element as it exists in the 2015 Data Dictionary. In the second column will be the data element as it exists in the 2016 Data Dictionary. In the third column will be the change that must be made to the Mass General Data Dictionary.
