Here is some background for the first paragraph below: Mary Shelley wrote a very famous book. If you do not know which one, that needs to be researched, and that detail could be included in the revised paragraph. Paragraph One:

“It rained a lot in 1816…. a lot – like every day; the weather in Europe was abnormally wet because it rained in Switzerland on 130 out of the 183 days from April to September. If I was Mary Shelley I might decide to write a book too. Afterall, it was the only thing you could do without TV or anything. She said that she “passed the summer of 1816 in the environs of Geneva…we occasionally amused ourselves with some German stories of ghosts… These tales excited in us a playful desire of imitation” So, people were stuck inside and bored. Mary Shelley decided to write a book because it was so awful outside. I can totally see her point, you know? I guess I would write a novel if there was nothing else to do.”

Paragraph Two:

“Considering that the district spoken of is the District of Columbia, Washington, DC, it is particularly ironic that for many years those who lived in the nation’s capital could not vote for the official occupant of the White House. The Twenty-Third Amendment to the United States Constitution corrected this situation. It included Washington, DC in the Electoral College, thereby granting citizens of Washington, DC the right to vote. This Amendment was proposed by Congress on June 17, 1960 and was ratified by the states on March 29, 1961. Although citizen residents of Washington, DC do have the right to vote, Washington, DC is not a state. In August, 1978 a proposed Amendment to the United States Constitution which would have permitted Washington, DC to have representation in the United States Senate and the United States House of Representatives as it would have it if were a state, failed to be ratified by the states.”
