-What does it mean to think effectually?
Thinking effectually simply means that rather than defining a specific plan to reach a specific goal, you focus on what means are available to you right now.  As this applies to entrepreneurs, thinking effectually increases their ability to create successful ventures as they are seeking future opportunities. 
-How is it different from thinking causally?
Thinking casually differs from thinking effectually, by individuals who think causally have a goal in mind, objectively assess their resources, and then develop and implement a plan or course of action obtain their goal. 
-When is it important for an entrepreneur to think effectually? Provide an example of your own effectual thinking.
I currently work at a senior level with 2500 personnel who collectively create and implement decisions and procedures for lateral and lower level actions, based upon effectual thinking aligning with our Commanders on predetermined goals. 
With a mixed workforce of military, civilian, and contractors, the HQ is responsible for managing the business from top down. We utilize strategic goals and end-strength desires that flow down into tactical plans that managers execute.  Part of my job is to identify trend analysis through key performance indicator metrics. Based upon the trends. Collectively, my team then develops methods to decrease/remove the trends based upon causal factors. By monitoring and controlling of goals in progresses we are able to adjust our boundaries and the methods/actions of others to realign with pre-established goals  when negative actions/trends cause them to fall short.

Causal thinking and effectual thinking are two different, innate styles of thought that are particularly applicable to business owners. Causal thinkers start with a goal, and they take stock of the materials and means available to them, and then develop and carry out a step-by-step plan to achieve that goal. Effectual thinkers work more fluidly, beginning with what they have at present, such as ideas, personal strengths, and materials at hand, and then work by combining the elements available to them and adjusting their plans as they progress. Effectual thinkers dont begin with clearly defined goal; rather, they allow the goal to emerge organically out of the process. Causal thinking, which is taught in business schools and other disciplines, is familiar to most of us. Effectual thinking, on the other hand, defines the realm of the entrepreneur.
Since adequate thinking is intrinsically inventive, it is remarkably fit to entrepreneurs. Also, entrepreneurs commonly have individual characteristics required for solid thinking, including versatility and guts or chutzpah. A manufacturer who thinks effectively would not be startled by the customer who demands the energy-productive elective structure strategy. All things considered; the developer would be eager to find out with regards to the strategy and would discover approaches to join it into the plans while meeting the aim of the construction regulation. In case that is beyond the realm of imagination, the developer may search for approaches to change the construction law itself. The disadvantage of efficacious thinking is that the entrepreneur might become occupied by new freedoms and ventures, never seeking after any of them to arrive at a healthy degree of progress. Causal and solid thinking both have a spot in the business world, and it is workable for similar individual to utilize the two methods of thought. 
Fifteen years ago, buying a pair of boots was easy. I went to the mall, looked up and down the aisles, found a pair I liked, tried them on, and made the purchase. The boots lasted for a few years. Last year, it was a bit different. I saw a Facebook post from a friend wearing nice boots and messaged him to ask for the brand. Then, I searched Google for reviews, searched Amazon for more reviews, and decided to buy. These boots are made so well, they may last me for life.
